HM the Sultan issues two Royal decrees

Muscat: His Majesty Sultan Haitham today issued two Royal decrees reading as follows:

Royal Decree No. 39/2025 promulgates the Electronic Transactions Law.

Article (1) stipulates that the provisions of the Electronic Transactions Law attached to this decree shall be enforced.

Article (2) states that the Minister of Transport, Communications and Information Technology shall issue the Executive Regulation of the law attached to this decree, as well as the decisions necessary for the implementation of its provisions.

Article (3) cancels the Electronic Transactions Law promulgated by Royal Decree No. 69/2008, as well as all that contradicts the attached law or contravenes its provisions.

Article (4) says that this decree shall be published in the Official Gazette and enforced from the day following its date of publishing.

Royal Decree No. 40/2025 issues First-Class License to Space Communication Technologies company to establish and operate a satellite communications system to provide fixed public telecommunications services.

Article (1) states that a First-Class License shall be issued in favour of Space Communication Technologies company to establish and operate a satellite communications system to provide fixed public telecommunications services, in accordance with the provisions of the License attached to this decree.

Article (2) says that this decree shall be published in the Official Gazette and enforced from its date of issue.
