Shura Council to hold 22nd regular session tomorrow

Muscat: The Shura Council will convene tomorrow, Monday, for its twenty-second regular session of the third ordinary sitting of the tenth term. The agenda includes discussion of a draft agreement between the Government of the Sultanate of Oman and the Government of the Republic of Azerbaijan on the elimination of double taxation with respect to taxes on income and the prevention and avoidance of tax evasion.

Sheikh Ahmed Mohammed Al Nadabi, Secretary-General of the Shura Council, stated that the Council continues to exercise its legislative competencies as stipulated in the Council of Oman Law. This is carried out through the study and deliberation of draft laws, agreements, and proposals referred to the Council, and the rendering of opinions thereon, contributing to the development of the legislative framework and the enhancement of public policy effectiveness.

He further noted that the Council has convened more than twenty regular sessions during the third ordinary sitting (2026–2027) of the tenth term, reflecting a discernible momentum in translating the Council's legislative objectives across various sectors. He indicated that the twenty-second session will feature a discussion on a proposed draft law regulating the prohibition of disconnecting essential services from financially distressed families, laid-off individuals, and humanitarian cases—submitted by the Council itself. This initiative falls within the legislative powers vested in the Council and aims to establish a legal framework that protects eligible groups, reinforces the principles of social justice, and balances the rights of beneficiaries with the obligations of service providers.

He also explained that the session will review a number of reports from the Council's standing committees on diverse developmental, economic, and service-related topics.
