Shura Committee reviews progress in educational field

Muscat: The Education, Scientific Research, and Innovation Committee of the Shura Council hosted on Monday Abdullah Al-Ambusaidi, Undersecretary of the Ministry of Education for Education, along with several specialists from the Ministry, to discuss the evaluation of the Tenth Five-Year Development Plan.

It reviewed the progress made and explore future education plans in the Sultanate of Oman in line with national priorities in the fields of education, scientific research, and innovation.

At the outset of the meeting, specialists from the Ministry of Education delivered a presentation highlighting various educational aspects in Oman.

The presentation addressed investment incentives in school education and promising opportunities in supporting services for private school education, including school transportation, logistics, and modern educational technologies.

It also reviewed the positive factors that make Oman an attractive environment for investment in international educational programs, given its supportive legislative and regulatory framework and its clear vision aimed at enhancing education quality and developing human capital in accordance with global standards.

The meeting also reviewed the programmes of the Tenth Five-Year Development Plan (2021–2025) implemented by the Educational Measurement and Evaluation Centre for the years 2020–2025.

The discussion included performance indicators, average achievement rates during the plan’s implementation period, and measures to enhance execution efficiency and outcomes.

The Committee also discussed programs for upgrading electronic educational systems and strengthening their operational efficiency in line with digital transformation requirements in the sector.

In addition, members were briefed on the general features of the upcoming Eleventh Five- Year Plan for school education, which focuses on curriculum development, expanding digital learning, and integrating modern technologies into teaching and learning environments.

The discussion further covered the Ministry’s digital transformation strategy, highlighting significant progress made in developing electronic systems supporting education and e-learning,

and the Ministry’s efforts to integrate artificial intelligence (AI) into educational pathways to improve learning outcomes and align with global technological advancements.

The meeting also touched on the Executive Regulation of the Education Law, issued by Royal Decree No.(31/2023), outlining its academic and administrative provisions designed to strengthen institutional performance and ensure the achievement of educational goals in accordance with Oman Vision 2040, founded on innovation, excellence, and quality education.

During the meeting, Committee members made several interventions, emphasizing the importance of employing artificial intelligence in education and incorporating it into curricula, assessment processes, and educational administration in line with the Fourth Industrial Revolution requirements.

They stressed that doing so would improve education quality and enhance students’ academic performance.

Members also underscored the need to support and nurture student talents through specialized programs that provide greater opportunities for creativity and innovation, as well as to address learning loss in evening schools through flexible learning initiatives and support programs aimed at improving students’ competencies.

The interventions further highlighted the importance of developing pre-school education and expanding its coverage across the governorates, with emphasis on curriculum quality and the qualification of specialized teaching staff.

Members also called for enhancing the school transportation system to ensure safety and operational efficiency, accelerating Omanisation plans in educational and administrative professions, and advancing towards full reliance on qualified national cadres.

They affirmed the need to modernize curricula to align with labor market demands and future skills, fostering a generation capable of innovation and competitiveness in diverse fields.

At the conclusion of the meeting, the Committee expressed its appreciation to the Ministry of Education for its dedicated efforts in developing the national education system.

Members affirmed that the data and programs presented reflect a clear vision and confident progress towards achieving an advanced and forward-looking education system.

The Committee reiterated its commitment to closely monitor educational projects and plans in coordination with relevant institutions to ensure synergy in achieving the objectives of Oman Vision 2040, and to reinforce the principles of excellence and innovation in education to build a creative, capable,

and future-ready Omani generation contributing to the nation’s comprehensive and sustainable development.
