Oman unveils plan for sustainable growth in 11th Five-Year Plan

Muscat: The Ministry of Economy has issued the Strategic Programs Volume for the Eleventh Five-Year Development Plan (2026–2030), marking a key step in advancing the Sultanate’s long-term development agenda under Oman Vision 2040.

Approved under Royal Decree No. 1/2026, the volume serves as a comprehensive reference for 190 strategic programmes spanning 12 national priorities across four core pillars: People and Society, Economy and Development, Sustainable Environment, and Governance and Institutional Performance.

The document provides detailed frameworks for each programme, including objectives, timelines, implementation mechanisms, and responsible entities. It is designed to strengthen planning efficiency and ensure clear execution pathways, with all programmes linked to measurable performance indicators to enable continuous monitoring and evaluation.

According to Dr. Nasser Rashid Al Maawali, Undersecretary of the Ministry of Economy, the plan reflects national priorities during a critical phase of development, aiming to address current challenges while leveraging emerging opportunities to enhance economic competitiveness and sustainable growth.

He noted that the plan was developed through a broad participatory approach involving government entities, the private sector, and civil society, ensuring that its outcomes are both realistic and comprehensive.

The strategy places strong emphasis on directing investments toward high-impact sectors, including manufacturing, tourism, and the digital economy, while also supporting enabling sectors such as mining, food security, renewable energy, transport and logistics, education, and health.

The plan adopts an integrated scientific methodology based on best practices and advanced analytical tools, beginning with a thorough assessment of current conditions and challenges. This process enabled the identification of priority opportunities and the formulation of strategic programs aligned with national goals, supported by defined funding mechanisms and human resource planning.

A key feature of the plan is its spatial dimension, which promotes balanced development across all governorates by leveraging local competitive advantages and strengthening decentralisation. This approach aims to enhance community participation and ensure more equitable distribution of development gains.

Implementation will be carried out through a phased timeline. The first phase (2026–2027) includes 118 programmes, followed by 72 programmes in the second phase (2028–2029), while 2030 will serve as a complementary stage preparing for the next development cycle.

The plan’s framework is built on two main tracks: an economic track focused on diversification, innovation, and financial sustainability to reduce reliance on oil revenues, and a development track centered on infrastructure expansion and balanced social and environmental progress.

By pillar, the plan allocates 52 programmes to People and Society, 95 to Economy and Development, 21 to Sustainable Environment, and 22 to Governance and Institutional Performance—collectively aiming to enhance quality of life, protect natural resources, and improve institutional efficiency.

The Eleventh Five-Year Development Plan builds on the achievements of previous plans and seeks to deliver tangible economic and social impact, reinforcing Oman’s transition toward a diversified, sustainable, and knowledge-based economy.
